FY2025-26 Veterans Florida Entrepreneur Program Request for Qualifications

Veterans Florida Issues Request for Qualifications for Entrepreneurship Program. Veterans Florida seeks responses from qualified vendors to administer the fiscal year 2025-26 Entrepreneurship Program (“Program”). The Program, established under s. 295.22, F.S., connects business leaders in the state with participants seeking to become entrepreneurs and may include activities and assistance such as peer-to-peer learning sessions, mentoring, technical assistance, business roundtables, networking opportunities, support of student organizations, speaker series, or other tools within a virtual environment. The Program purpose is to provide a comprehensive suite of training options to participants, designed to enhance their entrepreneurial skills wherever they may be in their entrepreneurial journey. The Program components offer participants cohort-based training, workshops, and networking opportunities. Since the Program inception Veterans Florida has offered training via cohorts, workshops or networking events to more than 6,000 veteran entrepreneurs.
The Program is implemented across a network of Florida-based partner entities throughout the state. Prospective partners may select which training services they are able to offer participants within their proposal. Veterans Florida’s objective is for veterans to complete the Program with the skills and confidence to become successful business owners or to grow their business. Veterans Florida seeks to contract with one or more entities to administer the Program. All relationships are reviewed and renewed on an annual basis.

Additionally, Veterans Florida may seek and negotiate agreements for services directly with potential Partners should any funds remain unallocated or Veterans Florida determines that the needs of the veterans are not met based on the outcome of this RFQ.

FY2025-26 Veterans Florida Marketing Services Request for Proposals
Veterans Florida Issues Request for Proposals for Marketing Services. Veterans Florida is looking to establish an agency relationship to fulfill the needs outlined in this Request for Proposals (RFP) for a qualified marketing firm specialized in reaching military and veteran audiences. The selected firm will be expected to conduct a comprehensive marketing audit and branding update, develop a marketing strategy, develop marketing assets and content, develop and execute a marketing plan tailored to military and veteran communities, manage social media channels, plan and execute media buys, and enhance Veterans Florida’s website content, develop content, search engine optimization (SEO), advise on emerging trends, and maintenance.
We require a U.S.-based agency, preferably with a Florida office, to handle the majority of account services from that location. The initial contract runs from January to June 2026, with up to four annual renewals contingent on performance and state funding. The budget for this period is $600,000. Subsequent annual budgets, aligning with Veterans Florida’s July 1 – June 30 fiscal year, are not expected to exceed $600,000 and may vary based on funding, priorities, and marketing strategies.
This RFP seeks an agency capable of effectively reaching Veterans Florida audiences, demonstrating an understanding of Florida’s unique appeal to the target demographic. In the event that negotiations fail to result in a binding contract, Veterans Florida retains the right to re-open negotiations with other proposer(s) until a mutually beneficial relationship is secured. Veterans Florida reserves the right to partially award the RFP to more than one agency.
